Position Description:

The Data Engineer III will support the All-Domain Anomaly Resolution Office (AARO) under the Office of the Under Secretary of War for Intelligence and Security (OUSW(I&S)). This key personnel position serves as the senior data architecture and knowledge management specialist responsible for creating, coordinating, and managing diverse information systems up to and including information requiring compartment and special access protection. The position requires expertise in enterprise data architecture, data modeling, data engineering, and implementation of advanced analytical platforms to support AARO's critical mission of detecting, identifying, and attributing Unidentified Aerial Phenomena (UAP) and other anomalous airborne objects.

Responsibilities and/or Success Factors:

Data Architecture and Strategy:

  • Serve as the data architecture, knowledge management expert, and senior advisor responsible for creating, coordinating and managing diverse information systems up to and including information requiring compartment and special access protection.
  • Provide daily technical expertise, advice, and support for the development and delivery of enterprise data architecture strategies including data modeling, design, data engineering and implementation solutions to meet enterprise level data architecture challenges.
  • Provide technical expertise, advice, and support for the design, coordination, management and implementation, and oversight of a common analytical platform capable of using compartmented and special access information, to include Department of War (DOW)-wide efforts to gain system accreditation.
  • Provide technical expertise, advice, and support for the design, coordination, management, implementation, operation, and oversight of a common operational reporting system.

Data Management and Analysis:

  • Provide technical expertise, advice, and support required to ensure that UAP incident reporting is appropriately cataloged, stored, curated, and maintained, to include sensor data from multiple platforms and data at multiple classification levels.
  • Support the identification of disparate data-sources and data sharing requirements necessary to coordinate data import and exchange with DOW Components and the Intelligence Community monthly.
  • Provide technical expertise, advice, and support required to identify, recommend, and implement Artificial Intelligence/Machine Learning (AI/ML) technologies to improve data management and analysis support for the AARO mission.
  • Ensure data integrity, security, and compliance with all DOW and Intelligence Community data handling requirements.

Technical Development and Implementation:

  • Attend weekly meetings to coordinate efforts and provide technical advice to AARO leadership and stakeholders.
  • Assist in coding activities on a weekly basis to support data platform development and maintenance.
  • Identify key areas for development to ensure continuous improvement of data systems and capabilities.
  • Support the technical oversight of AARO sponsored Research, Development, Test, and Evaluation (RDT&E) projects and activities monthly.
  • Develop and maintain technical documentation for all data systems and processes.

System Integration and Coordination:

  • Coordinate with DOW Components, Intelligence Community, and other federal agencies to ensure seamless data integration and sharing capabilities.
  • Work with government and contractor teams to implement enterprise-level solutions that meet AARO's complex data requirements.
  • Support system accreditation processes and ensure compliance with all security and operational requirements.
  • Provide technical guidance on data architecture decisions and implementation strategies.

Stakeholder Engagement and Support:

  • Collaborate with AARO leadership to understand mission requirements and translate them into technical solutions.
  • Provide technical briefings and recommendations to senior leadership on data architecture and analytical capabilities.
  • Support cross-functional teams in implementing data-driven solutions for UAP analysis and reporting.
  • Maintain positive working relationships with technical teams across DOW and Intelligence Community organizations.

Quality Assurance and Continuous Improvement:

  • Establish and maintain data quality standards and procedures.
  • Monitor system performance and recommend improvements to enhance operational efficiency.
  • Ensure all data systems meet or exceed performance requirements and security standards.
  • Implement best practices for data governance and management across all AARO data platforms.

Minimum Qualifications:

  • Must be a United States Citizen
  • Active Top Secret security clearance with SCI eligibility
  • Bachelor's Degree from an accredited college or university
  • Minimum of 10 years of experience in data engineering, data architecture, or related technical field
  • Experience with enterprise data architecture strategies including data modeling, design, and implementation
  • Experience with analytical platforms capable of handling compartmented and special access information
  • Experience with operational reporting systems design and management
  • Demonstrated expertise in AI/ML technologies and their application to data analysis
  • Strong programming and coding skills in relevant languages and platforms
  • Experience with database management systems and data warehousing technologies
  • Knowledge of DoD and Intelligence Community data handling requirements and security protocols
  • Strong analytical and problem-solving abilities • Excellent written and oral communication skills
  • Proficiency in Microsoft Office Suite and relevant technical software applications

Desired Qualifications:

  • Advanced degree in Computer Science, Data Science, Information Systems, or related technical field
  • Experience with AARO mission and UAP research activities
  • Knowledge of Special Access Program (SAP) and Sensitive Compartmented Information (SCI) data procedures
  • Experience with Pentagon and Office of the Secretary of WarOS-level data systems and requirements
  • Professional certifications in data engineering, cloud computing, or cybersecurity
  • Experience with sensor data integration from multiple platforms and classification levels
  • Knowledge of DOW RDT&E data requirements and processes
  • Experience with system accreditation processes and compliance frameworks
  • Familiarity with Intelligence Community data sharing protocols and requirements
  • Experience with agile development methodologies and DevSecOps practices
